I Saw on a fishing report  that there are good amounts of silver bass and smallmouths in the harbor. Does anyone know if  there is any truth in this?

Anything that swims in Lake Erie can be caught in Dunkirk Harbor as the harbor has numerous wide open huge accesses to the lake.
I've personally caught perch, rockbass, silver bass, steelhead, brown trout, bass (small and large mouth, northerns, sheapshead, catfish, walleye, and carp in that harbor over the years.
In the summer the harbor water gets a bit warm.  So the fish that prefer colder water temps won't be there at that particular time.
Fishing off the muni pier or the warm water access over by the power plant is great and access is easy.
Give it a shot.
