your  right  however  your  missing  a  big  a  bit of  info  ...first the  crappies   here been  going  for  at least a  week  along  with the  sunfish ...  people  think  these  fish come  in the marinas  and  shallows   at ice  out to spawn and  that's not true they are  coming in to fed  and  the water is warmer ..... find  the  warmer  water in the lake  and  you'll find  your panfish  right now......
you can destroy buildings  you can't  destroy the  american spirit

When I called Saratoga on Friday the water was still only 44 degrees. I am going this week but not expecting a hot bite yet. I think two weeks later than normal for that. Getting antsy for it to get here.

The water is still cold by me too - I have had luck jigging under a bobber though.  I figure with the cold water they aren't going to chase anything so a bobber lets you control the depth and speed of your retrieve.  Today the wind/wave action on the bobber was enough to draw strikes.   I don't like fishing in the rain/wind but I did manage to get some decent crappies  ;D

You should be able to find a few crappie in all of those places.  ;)
