I haven't personally tried this but I don't see why it's not worth a shot.  I have caught lots of Northern on smelt through the ice.

Was working pretty well on Peck this past week from the shore.  I was running about 7 feet under the bobber, that's about all I can handle to get out there with a 7' rod without going with a slip bobber.  If you were able to stand up on a big rock and get a little elevation I could probably lob 9 or 10' feet under the bobber.  I kind of fly fish it so as not to tear the smelt off on the cast, swing the smelt back behind you kind of like back casting then gently lob it forward.  Correction its nothing like a back cast, more of a pendulum with the smelt but the same principle as a back cast, get it out behind you so you can gently swing it forward.

Used this method at Beaver Creek Res. south of Havre and found it successful-just be patient.
