The regulations are crafted by "stakeholder's groups". That doesn't go well. I will say that the State did acknowledge that I found some activity that wasn't quite right, but no penalty if it was corrected "quickly". Weak regs erring toward industry with mega loopholes.

I don't mind taking a ride either, but do know all of the farmington's 21 miles of trout management area and wouldn't mind showing anyone from fishfinder a hole or 2.
The shame is those stake holder groups in some areas are the tax base...the local politicians don't like to ruffle feathers with them.
Tightlines thats a shame. It would bother the crap out of me to see that happen over the course of time. They paved a giant parking lot and walking path near the farmington and the run off now is insane. I was thinking about it as I was walking out this evening. Used to be all dirt. Miss those days.
