Does anybody know what this is is that the tomhannock reservoir pretty much Brown sludgy looking stuff going across the entire Lake plus there's a turnover of green stuff out there as well

Looks like Filamentous Algae ?? Grows on the bottom, then releases into floating nasty mats. Tough to ID only with a pic sometimes. It goes through various stages as it grows.
