The striped bass will start to enter the  mouth of the river within the month. You should be able to start to see signs of it down your way within a couple weeks. I've always used live herring, or cut bait. They say eels and bloodworms work well too.
Smallmouth and Largemouth are catch and release only until 3rd Saturday in June.

The best time to start fishing for bass is NEVER. Fish for anything else, even gobies.

To fish for sport!!! I'm mostly C+R on fish I catch. I keep a few Walleye or Perch but I fish mostly for the love of fishing. Although I will say I've been eating more Walleye. I target mostly Pike and always throw them back, but don't mind getting a nice Bass on the end of my line, then I throw it back... Call me crazy !!! Or call me Crazy about fishing.

Agreed, or a decent shore spot opens up, but don't do much of that.  Lots of big river smallies to be caught in April.

For me, bass are C&R all year long, anyway.  Even most in-season walleyes go back, keeping only the badly hooked ones.
If it bends my rod, I'm a happy man...

As soon as the ice is off the water !!! In NY you CAN C&R bass 12 months a year.
In the colder water you are going to want to fish slow. It tends to pick up some as things begin to warm up.

I will be out there in a few weeks myself  8)
