Understood and you're right, there's no way they'd fund that. As an example, where I grew up and lived most of my life, the Tittabawassee River that flows into Saginaw bay gets a huge run of walleyes each spring. Walleye season in Michigan closes March 15th and opens up the last Saturday in April each year on inland lakes and rivers. As an added regulation, that pertains specifically to the Tittabawassee River, during the close-season there is no fishing allowed at all 300 ft Downstream from any of the dams, and there are no artificial lures allowed for fishing other species. So, you can use a hook that is no bigger than a 1/2 inch from to shank, and live bait only, and have to stay away from the dams. During this time, the DNR goes in with their shocking program that collects the eggs for the stocking. I've watched them do it several times, and it's really cool to watch them pull giant female walleyes that are full of eggs out of the water! I think this is something like you had in mind with setting specific regulations for each body of water. We are in 100% agreement. Plus, on the opening day of walleye season there is a tournament and a festival and all that jazz. It's an absolute ball.
