Treble Hook Sizes?

Does anyone know how treble hooks are sized? Are the measured in height or tip to tip? I want to replace some treble hooks on my lures.

Unfortunately, it's only a number. In fact a #3 of one manufacturer is not necessarily the same size as a #3 from another.
