Good on you for saving it from the thugs.  Crows are brutal.  Could be a barred owl, very common in this area.
Bigger isn't always better but Size definitely Matters!

I haven't check yet, probably Wednesday or Thursday I give the DEC a call, couldn't find the Bird Rehab Guy?

This owl had small ear tufts, pretty small and I thought it may have had its primary flight feathers? DEC Officer didn't think they were  primary flight feathers? So... ? Hope to get an answer when I give him a call.

Crows are brutal, they do put a beaten of the song bird hatchlings for sure.

I did get a picture of a Barred Owl while Turkey hunting a few years back though.

A DEC officer didn't know what kind of owl it was?  I would think he should. If I was him I'd bone up on owl identification.

I went through my Bird Book and he did a check with his Bird Book... he was leaning towards it being a young owl, but he wasn't sure? I was leaning towards a Screech Owl, but not sure? We didn't take a lot of time on ID with an injured bird too, so not sure? I can probably count all the owls I have seen in my entire life on one hand and he probably doesn't get a lot of Owl Calls, I wouldn't hold it against him. Hope to get a update soon...

I still think he should be able to identify any wildlife he comes across, but no I'm not being too hard on him.

On a funny note once had a bait store owner ask me to do a turkey tail from a road kill for him. Decided to call a C.O. to find out if it was legal out of season. Instead of answering my question he wanted to know my location. I knew what the jig was and hung up right away. This was before caller I.D. I took the tail back to the bait store told him what had happened and he better get rid of it!

taxid, sounds like you got lucky. DEC Officers may not be Biologists... but they do know the Law!

 I found a Very large fisher hit by a vehicle gave my phone number and address , and asked for a report on age and so forth from the biologist was told sure thing 
 That was 2 years ago , hope you have better luck

I gave up on reporting violations in my state. Typically they don't get back to you for several days which is too late.

I had a trap stolen and wanted to report it, nobody ever contacted me back? 

There is a "Report Your Furbearer Sightings!"  such as bobcat, otter, fisher, weasel and snowshoe hare to help biologist understanding the distribution and abundance of these elusive or inconspicuous mammals.  I did a couple of times, got no acknowledgment or any feed back which soever, don't bother any more...

Sure would like to find out what kind of owl it was or what the prognosis is, we'll see?
