I don’t understand what is so hard about getting the bouys where they should be.  At least the important ones. If the guys can’t use a GPS at least use your eyes a little. 
The one at the end of the rock pile on East end is way, way to the North. If you are coming in at night and stay 150ft , maybe more, to the South of it you will be on the rocks. Last uear it was good. The year before it was too far to the South. The bouys should be PLACED and not DUMPED...
If you are coming out of the canal and heading to the south, take a wide swing as the 2 rail road rails (not tiesj in about 7 and 9 ft of water are seldom marked.

Don’t know, have been there for years. A couple years ago a boat hit them and sunk but I’m sure lots of people have hit them. My son has them marked on his gps, when the water clears so I can see them, I’ll put a blaze orange clorox bottle on or near them.  There is another one at the end of the rock pile, on the south side but you can see that one most of the time.. That one is only 6 or 7 ft away from the rocks.

Thanks Old Timer never knew about that hazard. I could never figure out what sank that boat, good to know. There is also a deadhead  in south bay on the Oneida creek bar in front of Pier 31 marked with a green winter buoy, in 13' fow.
