Probably some NAVY seals swam up under the boat from a submersible, surfaced next to the boat and dotted the turds in the head. There are actually US and USSR frigates and destroyers working in the region together, not to mention many other countries.
Probably discourage a few, but some of those people who do this stupid stuff lives are so crappy, they will do just about anything in desperation. God forbid they get a grip on their own country and get their S%&# together with their government.
Good fishing in the Indian ocean, the US navy just put down 3 nice bags of chum. :-)
