I stopped a couple days ago at that launch and the one downstream at Moreau Park. Both were open . Didn't see anyone launching or fishing.

Try trolling an x-rap, 2 mph flat line in 10 FOW. They seem to like the olive drab color. You'll catch a bunch of smallies too.
