I honestly don't know anyone that likes to change their clocks twice a year. I really don't.

Not sure what that means, but I’d like never to have to change my 20 or so clocks ever again. (Got into clock making a few years back)

Would really like to see it pass myself, our state has passed to stay on daylight savings time just have to have a couple states around us do the same so this would just make it easier.

The original Sunshine protection Act has been stalled in congress. And no it hasn't been sitting on Joe Biden's desk or over a year. It hasn't even gotten through congress --  yet. I think you got some bad information.

Senator Rubio has reintroduced the bill for 2023.

What I find ludicrous is it passed in the senate unanimously, but the our congress critters can't seem to get it through congress.
