The DEC could care less as with most inland fisheries it is put and take.  That hole gets hit so hard that the majority of the couple hundred fish they put in there have went home on stringers.  On a side note, I have caught trout down in Levant where the Cassadaga dumps in to the Chadakoin.  By the time they get there its a miracle a lunge, northern or big eye didn't get them.

I have similar creeks like that in Vermont. Now is the best time to be looking for those larger browns in smaller water near gravel or find the big log jam and dunk it. Forget about roll casting, back casting, shadow casting and all the fancy stuff. Rig your flyrod with a short stiff leader and a big jig type fly. They make some really nice sinking leaders now that I use this time of year.
