Sadly some judges don't take it that seriously 'cause they don't fish. I've heard of C.O.'s getting disillusioned because people like this get a slap on the wrist.

Should have to pay 1000 dollars a pound over limit, that might stop them.

I would imagine someone that violates the limit that much would ever pay $10/fish over the limit
