You are fishing the worst time of day for carp, as they do not bite in the afternoons. Try at 6am and see what happens.

Chum a smallish area as early in the morning as early you are able to get there. Relax and have your coffee and some breakfast. Start fishing about an hour later. Be sure to pay attention to current direction. Chum a bit upstream and fish a bit down stream.

Use a hair rig with as little weight as possible. They're easy to tie and will hook the fish in the lips near 99% of the time making a clean release possible.

The best carp bite is in the morning. pretty much til noon.  Very few carps will feed throughout the day and fewer will bother while they're doing their spawning business or just sun basking.  Still you can catch them with a very small chance.  Carp will also put on a feed bag shortly into the evening, but it usually starts right around or after 7 PM.   There's usually a better bite just after some rain.
