Might not need a permit for it to rain on you. But some states might ticket you if you leave a bucket out in the yard. That's the way I read it anyway.  ;D

I got a ticket for not having my Beagle registered after moving to a new area. I told the judge it was the beagle's fault for not filing a change of address. He gave the comment a good belly laugh......and fined me $25 :-\
