Whithall , Ti , Crown Point , Port Henry West Port , Willsboro , Plattsburg  All in Lake Champlain.
All big launches ,great parking  and well kept.-FREE
It sucks to have to pay but billybono is right there are alot  of free launches and we should be thankful of that

Stony Creek launch in Henderson and also the Henderson Harbor launch on Military road.
  I think Godfreys Point is free, but not sure 100%. The Three Mile Bay State land you can launch at the end of the road if you have a fairly small boat. Both of these are on Oneida Lake.

Northville on Sacandaga resevoir, South of Tupper lake village on Tupper Lake, Brant Lake Town of Horicon, Million Dollar Beach Lake George from September 10 -  June 20th (Usually, but you still need a LG permit)   Mohawk River in the City of Amsterdam, Car top launch Northwest bay brook in the Town of Bolton Landing.

 The state boat launch at Cranberry Lake (St. Lawrence Co.) is free also there is a state boat launch on Redfield Res.(Oswego Co.) that is free

Most launches at the lakes are free during the week. At Conesus and Honeyoe they only collect on weekends.

I believe silver is the same.
