Mentored Youth Trout Day

I passed by a local stream and saw three kids fishing with adults. One kid said his mother was in the car; I'll bet she did not have a license. Another kid was standing next to his father; the father was fishing, the kid looked bored. Another kid was playing with a trout on rocks by the shore; I  hope they don't choke on one.
It seems looks some people force their kids to go with them, so they can fish a week early.
What can we do to stop this? I did not want to challenge this guy in front of his kids; but it made me angry.
