Big Sodus Bay the Launch by the Coast Guard Station

The Launch is closed till Labor Day   
The park their needs the parking where the boat trailers and vehicles are parked for the people using the beach.
I was told by someone picking up litter.
 There is a Chain all the way across the launch and locked with a sign closed.

WHAT is going on don't we all have use to the launch and or the park.
I know other launches are available but what is wrong with using that one it was built for launching boats.
                                                   Let us use it just like people use the beach and Park.
