Upper Mississippi River fishing

My friend and i are going to La Crosse WI, to do some walleye/ musky fishing. We dont have a boat and were looking at fishing manly off shore. Any ideas on how to catch them from shore.

If it was me, I'd drive to another state where motor trolling is allowed and rent a boat and target them that way. ;D
