I have a 1996 40 hp force and had same prob after winter. If you are standing behind the motor w/cover off, ther is 2 relays on the right hand side of motor. You have to pop the covers off and then you will see the relays, i sprayed mine with a electrical cleaner spray from rural king. I kept working the up down tilt switch back and forth until it started working, relays had condensation on them. You may not have the same deal but it worked for me.
