You can print this out from their website;
Quabbin Fishing Area Boat Rental application
Looks like they are getting ready to do it this season, but I won't say so for sure...

For sure.  Have a goal to slay some smallies on the 8 weight using surface flies. Should be fun.

Sounds fun but do you plan on doing it around the spawn?  In my experience the smallies spawn relatively deep in the Q like 15 feet so I'm not sure surface flies would be the ticket that time of year.  Usually get most on jerkbaits so like an intermediate sinking line and fly like a clouser might work better.

I used to do opening day with my father for years. Park in line and camp out over night. Some great memories for sure.

I'm in.  I've got a few smallie spots but have never landed salmonids there.

Nope.  I know when and where to do it.  We can discuss offline.  I have found spawning smallies in 2ft of water at quabbin...lots of them for what its worth.  I stopped chasing them in favor of lakers but spent years and years chasing the smallies there prior to becoming addicted to lakers.

Also I had mentioned previously they purchased new hulls for the rental boats last year...they were on site the last day of the season.
