Troubleshooting a 24Volt Trolling Motor

I have an older Minn Kota 24 Trolling motor on my boat that for some reason is no longer working.  I checked voltage on the two 12 volt batteries hooked up in series (like a flashlight) and nothing happens.  Any suggestions on what I could do to figure out if there is an easily repairable issue?
