Lake Michigan brown trout?

A guy I know travelled from MI to WI for a few days of brown trout fishing. He did a  lot of homework and simply followed the shoreline, stopping at marinas to fish around the docks. That was 2 weeks ago around Nov. 20. He saw and caught lots of fish. He brought home 2 brown trout...all over 20 lbs each!! He was pretty tight lipped about locations, so I wonder of any of you guys who live in WI know about this kind of fishery? If big brown trout like that were available on the MI side, the marinas would be elbow to elbow with fishermen. This guy said he never saw another fisherman!! The only time  that I know when browns are in close  here in MI is very early spring and they are caught off of the piers.

I have caught a few browns (very limited fishing time) off a couple of piers here in Indiana. Nothing over ten pounds but they say they are there. I think last year I saw a In-Fisherman show where they  were fishing in WI and catching BIG browns while the ice was next to a pier.
