The New Hampshire regulation you speak refers to the Atlantic Salmon Brood Stock Fishery (http://www.wildlife.state.nh.us/Fishing/atlantic_salmon.htm), not for the Landlocked Salmon (also a type of Atlantic Salmon, of course). See page 18 at this link: http://www.wildlife.state.nh.us/Fishing/Fishing_PDFs/FW_Fishing_Digest_06.pdf

Very interesting about the elimination of Lake Trout stocking on the lakes you listed. Where did you hear about/see this information? At Crystal, for example, I was unaware that the Lake Trour bred successfully. I thought this was a 100% put-and-take fishery. What I do know is I have caught well over 50 Laker Trout at Crystal and not one of them has been the legal 18" size. That's why I head 7 miles east to Willoughby.

You may be right about the NH stuff.  I may have read it wrong, but I think they don't allow ice fishing for salmon.

The VT info I heard from the state. The lakes where stocking was eliminated had at least 90% wild populations.  There are other lakes up there that are still going to be stocked that are 70% to 90% wild.  Check for fin clips in Crystal, Wiloughby, Seymour..... That will tell you the origin.

Definitely cannot keep salmon through the ice in NH (that's one of the main reasons they started stocking rainbows in the lakes region of NH). Can definitely keep two landlocks per trip. If you want a quantity of landlocks head to Winni...awesome fishery. If you want quality landlocks, head to Big Squam...lots of 5 pounders coming out of there. I'll definitely keep an eye out for laker fin clippings on the smaller lakers.
