Not a walleye expert, but at least I can tell you what flatlining is.  It simply means running a lure without any device to move it down or away from the boat.  No dipseys, planer boards, riggers, etc.  It's a common method for salmonids in spring and fall when they are running shallow.

One of the best ways I have found for flat lining is to use 10 color lead core line, with a line counter reel.and a medium to light action 8' rod.  this allows you to select your depth. every 10 yards gets you down approx 5 feet give or take, depending on boat speed, this works well for eyes that are suspended. We normally run the boat at 1.3 - 1.5 mph. good luck
