For your second rod rig it with a slip float. If you know the depth of water just set the slip float stop so it is above the snags on the bottom. Weight the line so the float sits upright in the water. Natural baits like worms or minnows usually work well as do artificial lures like a curly tail grubs. With the slip float system you can cast with out getting getting tangled up. With a slip float rig your offering will sit in one area or move slowly along and jig and twitch with the wave action creating a temping offer.
Alternately you can add a off set spinner to a jig head and soft plastic trailer. if you use a colorado blade it will provide enough lift to keep your lure above the snags and rocks, as an added bonus it will produce vibrations that the walleye will key in on.
