Can't help with the needle valve-missing spring question but I had a similar problem w/an older 6hp Evinrude.It also leaked fuel caused by  dirt/debris in carb.Ended up replacing the tank line.Those old hoses [especially the pump bulb] break down from age and from the eth.in the gas . Small flakes break off and end up in your carb.I also found a forum at www.BOATS.net that is set up for problems/questions on all brands of outboards. Try there -hope this helps.

I found out about the washers.  Thenegine does come with 2 different types of low idle needles.  And yes the 382048 carb kit does come with them.

Sorry im a little late getting in here.. If you have to pump the bulb to keep it going, most likely you need to get yourself a replacement fuel pump. About 45 bucks or so. Don't bother to try and re-build it..Like a rubix cube.

Yankee-wondering how you made out.I've never used this but I see at www.justanswer.com/boat they have techs online to answer questions.

I'm proud to say that the carb kit worked great.  I just gave it the first test.  Ran great.  Just cant get my idle smooth.  But I here this is a problem with a lot of these engines.  I have also got a hick up at about half throtle.  Thanxs so much for your help.

Ok I'm new to the boating community and just recently purchased a 16' starcraft with a '64 evinrude 9.5 hp motor.  I had my neighbor who works on small boat motors look at the motor cuz it currently does not run.  he couldn't get the motor running but did say that it had new coils, plugs, and the carb was in extremely good condition. The motor will not spark, however, and the fuel is leaking through and out the bottom by the prop. Any ideas?
